The political reality is that the Kyoto Treaty never gets out of the Senate regardless of who is President. That has been the political reality for over 10 years. Kyoto went down 95-0 with Senator McCain voting against it. Hillary and Obama were not members of the Senate at the time of the roll call vote.

There are many issues where what is possible is mostly a function of what can get past a Senate or full Congress vote. This is why it is important to win back Congress and also why it was so tragic that the Republicans that controlled Congress during GWB's first six years acted in a way that strongly contributed to the current situation - Democratic party control from 2006 forward.
