Like Paul said there are couple reasons:

- they hate to move
- they have invested in a house (furniture, remodeling, whatever)
- they have kids who will scream not to move to another school
- they will not get a loan for another house after foreclosing on the old one
- they will hate to go through the process of foreclosure

There are a lot of things, but people who buy $800K houses don't necessarily like to move out just to win $160K. Although there are different fish in the sea.

I will still claim that neither you nor anyone else knows what percentage of people will foreclose vs. sit there underwater.
