To me, the republicans actually had a good solution to this problem by, I believe, allowing each delegate vote to count for half a vote(and if you want to try to prevent this from happening again, if Florida and Michigan do this again in the next primary process, reduce their delegates to 1/4 vote and continue to do this for each election cycle that they disobey the rules).

I agree, Neal, that looks fairer but it may well be because the Rep nomination was finally over before that became an issue. Imagine, for a moment, that Guiliani's Florida strategy actually worked. He ran up big numbers there. But was able to count only half toward his total delegate vote. Then he and Romney continued to battle for the nomination down through April.

I suspect the Reps would then have the same problem.
