Like I said... the US government apparently didn't know EITHER, because the source of funding was HIDDEN. :-) (It appeared to be coming from a legitimate non-profit org....) Wasn't until Saddam's overthrow and the records seized from his oil ministry were deciphered that the many games played between with Iraq's sovereign oil wealth and the rest of the world were opened for view....

anyone being sent on a trip ought to know who is sending them... the government probably presumed it was okay, there was no reason to suspect anything fishy... but, if YOU are being sent, wouldn't you like to know who's sending YOU? I think so... I had to smile when I read this GZ, after all the congressional junkets of recent years where members of both parties had to admit they didn't know who was sending this to Barbados, or France, or whereever....
