OK so we disagree, but at least the disagreement is clear.

I believe the ETSI IPR policy is designed to effect an outcome, which is that companies such as Qualcomm and Nokia and Broadcom enter into licensing terms that are fair and reasonable in context of the parties at the table.

You believe that these companies are only required to joust with each other and offer terms which would be fair, if only it was some other party at the table.

We are entitled to disagree. I don't mind. The good judge will sort this one out, all in good time.
