Now that large swaths of Detroit have reverted to forest (even if the most common species is the ghetto palm), perhaps we could try Lewis Mumford's greenbelt proposal there.

LOL.

One of my favorite stats regarding Windsor was this. In the early 90's there were four murders in Windsor one calender year. Of those four, three involved Americans.

The solution for Detroit is to forget about it. Move along. Nothing to see, nothing to save, got a match?
