Few people realize that.

The Congress loves insurance. It loves it soooo much and sees it as such a potential benefit to society that it allows it to trade tax free within its own portfolios. After all the insurance benefits J6P and that is good for the country. J6P gets creamed on the taxes if he tries that. If J6P succeeded at what he was doing, after a while he could self insure - especially in the life insurance department - and we wouldn't want that. A cynic might suggest that the insurance companies are in there lobbying (bribing) Congress to maintain he status quo. He might also suggest that that is how we got the current status quo.
