My guess, at a national level, at least a few years. Shrub won't, and the next pres won't for at least a year, to try and preserve popularity. Unless Congress does it next year on their own. Truckers might start obeying the speed limit, tho; 55 in Cal.
Another way...change the work week. 4x 10 hrs, 20% commute fuel saved. I often work 3x12; 40% saved. (Which I blow by working OT :>)
