RTC contracted out photocopying services to large accounting firms at rates from $2 per page to $8 per page.

It doesn't surprise me in the least.. I still live in DC and there are ample examples of such graft and corruption, if not sheer stupidity and negligence.

When I learned about that "sand-bag scam" I thought very seriously about contacting my congressional representative. But then, being a contractor myself, I knew that my own position was at risk if I "made waves".. Don't think the whistle-blower statue would have been much comfort to me given that my position was one of the most professional satisfying ones I've ever held.. It was a nice feeling knowing that each and every day the things I did might save American (and Iraqi) lives.
