I don't know about "by now" -- but I do think they're moving toward democracy, and the extent to which it is to our advantage (as well as theirs) cannot be overestimated.

This is simply not true. If one talks to the people who actually FIGHTING the war, it is clear that the improvement is substantial. Furthermore, the number of American casualties has inarguably declined over the course of the last year.
