Possibly, but those administrations would have to be pretty corrupt as well as incompetent. Bush has a big lead; perhaps Zimbabwe is worse, but not by that much.

If you are going to abbreviate the name of a country or culture shouldn't you have capitalized it.....ie.....LatAm
