Precisely. It was canceled before it was operational. They didn't have bin Laden in their sights. According the the 9/11 Commission, the point of the operation was to capture bin Laden and get him out of Afghanistan. And a big reason it was canceled was they couldn't trust the Afghans the keep bin Laden secured even if they actually captured him.
