Likely. Against that evidence from FDIC is the fact that this doesn't seem confined to the US. Northern Rock was nationalized by the British gov't to keep it from failing. USB got caught because it ate too much toxic US paper, thoroughly pissing off many Swiss that THEY were getting hit by OUR problems. (What? They thought they lived on a different planet?)
