The rockets and the nukes did not prevent the disintegration of the Soviet Union. The disintegration happened because the Soviets could not sustain the expense of maintaining the empire. The Russian Federation still has the problem, and with a smaller and shrinking population to boot. NATO solves the problem in the intermediate term, without giving up too much.

A Martian looking at Siberia will be very puzzled as to why it is part of Russia and not China. I am sure the Russians are keenly aware of that.
