Okay, it wasn't toasters because Maoris didn't need them. Maoris preferred muskets which they would use to kill and eat other Maoris and acquire land and resources.

But trade and cash are always tempting. Tarken-san learned Japanese because they had loads of loot and indeed there was a pay-off.

You are referring to Stalin's time, not the formation of the USSR. When the local yokels were thinking of independence, his response was different from that of the British when the natives in their empire kicked over the traces.

Stalin killed en masse and sent in tanks. The British left them to it. The locals did NOT do well after the British left, even if they did wear silly hats with lots of gold braid and conducted uncivil wars.

My guess is that Russia got the USSR going in a similar way to the British Empire - being the focal point of great economic development with modern political systems. I should ask Google. I need a nice cup of tea first.
