It maybe doesn't mention it because many people did leave Iraq before the war and many people entered Iraq before the war but it has nothing to do with the war refugees.

Before the war you couldn't leave Iraq unless you could afford the exit fees which were substantial (in Iraqi terms). Very few could afford to pay this tariff.

So, it is no surprise if many are bailing out at the first opportunity. Not to say they aren't running from the war as well -- but it may be an erroneous assumption (as you are prone to make) that people are leaving solely because of the war.
