That is because it is very unlikely that anybody is paying anywhere near that rate. The GSM manufacturers have become a bit more aggressive in going after royalties in the last few years, but if anybody was paying those rates we would hear about it. In order to believe otherwise, you would have to believe that Korean and Chinese manufacturers have some sort of fondness for paying royalties to European companies. I sincerely doubt that. They would be complaining to the press endlessly (or whining like a fleet of 747's) if they had to pay those kind of royalties.

I would note that the standard rate for WCMDA is supposed to be even higher than GSM....but Q has stated that they dont believe that anybody is even paying in the double digits.
