Actually, he did. Read "Genghis Khan and the Making of the Modern World." He brought many modern inventions to the places he conquered, including freedom of religion, double entry bookkeeping, and a merit based civil service, where the employees had to pass aptitude tests first.

Being several hundred years earlier, I expect Genghis methods were a little less academic and intellectual. There was no printing press in those days, crossing Asia to Turkey. Nor lorries to transport them.

The pecking order of empires:

USA the best though not exactly Libertarian, British Empire pretty good, USSR fairly harsh, Genghis merciless murderous and ruthless. Things are getting better.
