The auctions were implemented to increase liquidity by lending financial firms highly liquid Treasury securities for less liquid assets as collateral. The auction had a bid-to-cover ratio 1.88, as $46.9 billion in bids were submitted. The stop out rate--which is the minimum rate the Fed accepted--was 0.16%. At least week's auction, the stop out rate was 0.33%.
