While I do agree with this statement, it is important to remember that about 9,000 of them were launched as a first trial. Had we not had them knee-deep in the Pacific war, they may well have perfected this method. The concept was to start uncontrollable fires. While only a few Americans were killed by the first run of 9,000, about 1,000 of these balloons DID make it here. With time to perfect the warheads, they could have been deadly.

As pointed out, however, this was one of several known plans the Japanese had for attacking the mainland.
