How is staying in the same area a retreat? Before the attacks, al-Sadr's forces controlled about 70% of Basra. Afterwards, they controlled about 70% of Basra.

Is this some novel definition of "retreat" you are using?

Maliki left Basra and retreated to the green zone. Sadr is still at his base in Iran (after Maliki's envoys came to negotiate).
