Regardless of whether a person who lusts for power "knows what they are doing" or not, their character is not suitable for positions of power. We have all seen people with power abuse it. Those who lust the power are the most likely to abuse it.

I met a guy who was getting a bachelor's degree in criminal justice. He wanted to be a police officer because then he could speed and just flash his badge and gain practical immunity to the laws. I don't recall how, but I did mildly rebuke him. I suspect the only lesson he likely learned from me was to be more guarded about his real motives.
