I would think earlier, because the refined product (gasoline) is what gets most voters attention. And it takes awhile for price from greater crude supply to filter down to the gasoline markets, and you'd want J6P to have some time to 'enjoy' lower gas prices before they pulled the lever in the voting booth.

But again, I think the SPR should be for bonafide supply disruptions, not used as a political toy.
