FEMA was never intended as a first responder, and in fact, you cannot have the staging of the required resources so close to the emergency zone that you put those resources at risk. Everyone knew this up front.

In fact, FEMA has to be the first responder because local authorities are subject to the same natural disaster as the rest of the people in the community. Unfortunately, FEMA had been raped by the Bush administration, replacing competent people with political appointees, and was unable to respond effectively. And an American city almost died.

When history looks back at this time period, its the debacle that was New Orleans when Bush was strumming his guitar for money in San Diego while Brownie was running around Neiman Marcus looking for a blue shirt for his media events which will serve as the point when the American people finally realized the corrupted and gilded nature of the people they had put into the White House. It was the point at which the American people began to turn on Bush and the GOP party en masse. It was the point when future prospects for the GOP began to dim. Of course, events since then have only reinforced the public's view of Bush and the GOP........and consequently, people like yourself are a slowly diminishing minority.
