You do realize that two days after the levees broke, most of the school buses in New Orleans were under water?

The school buses could have been used before the city flooded to evacuate the people who eventually crawled out of the muck to the Astrodome and Convention Center. This was Nagin's mistake, not FEMA's, and had it been handled correctly, there would have been no problem.

Nagin, NOT FEMA, was responsible for ordering an evacuation and making available some means of getting it done.
