No, apparently he was talking in the present tense. Note that there isn't any mention of why he didn't use the school buses.

Assuming Nagin had used the school buses, I am not sure where he would have evacuated over a 100 thousand, very poor people. From what I understand, LA and the surrounding states were inundated with evacuees to the breaking point.
