I don't know enough about refining to tell you what differences there are between gasoline and diesel production other than diesel is a heavier fraction of the crude oil, and gasoline is a lighter and more volatile fraction. But how it all relates to refinery input/output I don't know.

One of the things that makes diesel more expensive in the US is the mandate for low sulphur diesel, which costs quite a bit to make over "regular" diesel. I'm not sure when those requirements kick in, but I think they might be here already.

California has "reformulated" gasoline, and it's about the most expensive in the country.
