That's obviously crap. But there's no doubt that it was a higher priority on his list than it was on Bush's.

There is a substantial gap between "no interest" and "#1 priority". There is plenty of proof that he had at least some interest, up to and including Smirk's opinion that he was obsessed with the issue.

Now, granted, Dubya's opinion on anything is likely to be over-simplistic and suspect for that reason. But, at least the issue was registering on Bill's radar.

"No interest" best describes Smirk's approach until he got a reality check. In SmirkWorld, the big threat was rogue nations lobbing a nuke or two because, well, they are crazy and don't care that they would be glassed in response. Sort of like in the movies as opposed to real life where those "crazed" leaders place a very high value on their personal skin.
