Not to mention that cities have been cutting police forces the last few years after increasing them in the '90s.


Very true.....some cities like Detroit, NO and Cleveland remain on the ropes finacially, requiring a cutback in their police forces and causing their murder rates to climb.....while other cities are doing just fine.

Taking it a step further, I can not find another country where you have cities like Phoenix and Las Vegas where they are growing like they are on steroids while cities like Detroit are dying on the vine nearly as fast. The closest comparison I can make is Russia where Moscow and St. Petersburg are vibrant while most other Russian cities are hurting but even then, Moscow and St. Petersburg are not growing population like Phoenix and LV. I don't understand what there is about our culture that allows for this variation. Its a conundrum to me.
