I appreciate the explanation, but I don't agree with that ethic. Why not give them credit cards? At least that way we could tell where they spent the money. Maybe each bill has some sort of tracking device, which would make it more acceptable.

How do they ensure that the recipient honors the agreement? "What money? I didn't get no stinkin' money?"

Talk about setting up a system for fraud.

"What happened to that brick of money?"

"Oh, that? We hit an IED and it scattered to the wind."

Yeah, right.

I would not want to be a Lt. Col. charged with handing out that money. Even if you did it right, everybody is going to suspect you and hate you. If you do it wrong and are caught, you go to jail or get shot.
