Canada is supposed to have the best health system in the world, so it is naturally a subject of curiosity.

ALL health systems ration care one way or another. Everybody was covered in the USSR- -except you got much faster and better care if you were a Party member and particularly if you were a Party boss. You really weren't in the same system as Ivan Ivanovich.

In the US, rationing is done by lack of insurance, forcing recipients into the public system, which can be gruesomely slow, and by insurance companies denying procedures which is becoming commoner and commoner.

In Canada, long waits are common. Your own gov't(s) admit this.
