Duh. The Astrodome? Tons came where where Steve & I live (with a corresponding increase in the rate of violent crime, I might add).

It is a dumb question. If you're in the worst place on Earth, you worry first about getting out of it and then about where you're going to. The reality is that local officials failed miserably, expecting FEMA to bail them out -- and it turns out that FEMA cannot be reasonably expected to solve problems that are of inherently local origin.

The federal government cannot be your mommie.

With those underwater school buses. Apparently, you think FEMA should have been responsible for the evacuation-after-the-fact. The Federal government had its hands full trying to get people off the roofs (and out of ceilings) in houses.
