Umm, that is counter-factual.

Can't you even keep your story straight? Y'all were butt-slapping each other because when al Sadr called for a ceasefire it meant he was losing.

Sounds like he is just being cautious talking about an area where the US isn't in charge and has few, if any, forces.

Why?

Maliki is claiming the following according to you:

"The Iraqi army killed 571 Mahdi Army fighters, wounded 881, captured 490, and had 30 surrender. Maliki called for a ceasefire and was in Iran throughout the whole operation where he remains now."

Why would the Joint Chiefs be confused?
