Same thing happened here. Wasn't it up at Pocahontas recently where they removed part of a levy for a subdivision? The guy in charge of the levy didn't even know it was one of his duties to maintain the levies.

Uh, no they didn't. Every investigation found that at the points where the levee broke, the levee didn't meet specs. In some cases, it was built to less than half what the requirements were.
