Rice's expertise is the USSR. She applied that knowledge to Iraq, a completely different culture. Did not work. Yet as a NSA at the start of GWB term, she was influential and became the pion of neocons even though she was not. She just went along and then some to retain her power, even siding with the neocons in pushing Colin Powell so that she could grab his position as Secretary of State. Don't think she has any conscience.
