I guess you use the same dictionary as Tench. All 5 investigations faulted the Corp. of Engineers. All of the failures were because of the levees weren't built to spec, not maintenance. So, if you want to define "unilaterally taking the blame" as owning up in the face of overwhelming evidence, I suppose you have a point.

Since you are apparently defining "uninformed" as "knowing more than you"...
