Can't think of a better way of guaranteeing abuse.

Where was mortgage insurance in this? Was there any? That insurance would ordinarily pay the lender if if the mortgagee defaulted. And it used to be required unless the mortgagee got an 80-20 (or 80-10-10 or 80-15-5) loans.
