"Bush shifts $1.3 billion away from levee funding "

Of course. Because Bush has stood tall, no hurricane has dared to come close to New Orleans. Except for Rita, which flooded New Orleans again, but that was just a blip on the hurricane radar.

But, I digress. Because he has kept New Orleans safe from Islamic hurricanism, the funds are better spent elsewhere...

What an absolute crock.

NOLA had had funds allocated for levee improvements time and again and chose to spend the money for other projects -- some of them totally unnecessary and not even involving such threats.
