OK, moving from the "debt weapon" (which strikes it user if used) to actual weapons -

Yes, trade with China enriches China and so helps it modernize its military. Of course it enriches us as well, but not in a way or to an extent that's likely to have quite the same impact on our military potential.

OTOH trading partners are less likely to wage war on each other, and restrictions on trade are more likely to create hostile feelings.
