the problem is if the government doesnt incentivize people with underwater mortgages to stay in their homes there will be a cascading effect of people turning in their homes causing prices to fall causing more people to turn in their homes causing prices to continue to fall causing even less people willing to buy a house that is likely to fall in value. I suppose the ultimate outcome to this is that the costs of buying a house has to become even cheaper than the cost of renting one. that might mean that most peoples homes go underwater.
