Not only has the dollar been unattractive to diversify into but maybe "the overall ‘home bias’ ratio across equities and bonds having risen from 21% in 1998 to 34% at end-2007" has largely been caused by the shrinking value (- 50%) if the dollar assets in their portfolio.
Even if you don't change your investments at all, that would automatically increase the percentage share of Euro based holdings.
