The White House said it can't back the proposal being considered by the Senate to address the housing crisis.

"The bill would likely do more harm than good by bailing out lending and speculators and passing on costs to other Americans who play by the rules and honor their mortgage debt obligations," White House spokeswoman Dana Perino said Tuesday.

Perino stopped short of issuing a presidential veto threat, saying the measure is unlikely to get as far as President George W. Bush's desk.
