I have to say I was surprised when I was reading through a report on these types of loans. I had expected a 16% risk capital weighting or something similar to normal loans but for some reason, it was listed as 100% capital charge. These are the old HLTs (I think that was the old nomenclature) by the way. I also assume the banks' models get away with charging less capital using historical databases (which is allowed for the large banks under basel II).
