Probably. Meanwhile, weapons-grade uranium is being smuggled. Whether the source is from Pakistan, Russia or elsewhere is unclear, but the fact is that an underground market exists. Which implies there are buyers.

Wrt the case cited btw, I've read that the perp they caught was a low-level operative and a total moron to boot. Prior to smuggling uranium, he smuggled sheep and cigarettes, and he had little clue on what he was carrying (he kept the uranium wrapped in paper in his pocket - which definitely violates USDA guidelines).

The real perps are obviously elsewhere.
