The Asians in questions are mostly Americans, and to the extent that they are foreign citizens they are the elite from foreign countries, not some random selection from rural Chinese villages.

However, the cost of R&D per unit of product is inversely proportional to the size of the market. A market of 1.3B is of a great competitive advantage vs a market of 300M

Neither Microsoft nor some potential Chinese or Asian competitor faces a market of only the number of people in their country.
