You mean further withdrawals beyond the ones already taken place and scheduled between now and July? I think he wants to see what happens after the current withdrawals have taken place before he commits to more. And he doesn't share the Democratic goal of failure in Iraq. Don't be so literal..what he is saying is that the advance brought about by the surge is very fragile and easily reversed. Damn it, you guys will not be allowed to suck this country dry over your stupid adventure.
