I don't remember this at all. Maybe I was exempt because I was in the military. Is this surtax revealed somewhere in the linked document (I didn't see it in there.)

I didn't recall that - maybe because as a graduate student in 1968 I didn't have enough income to be too concerned about income taxes. I don't recall the legislative history, but was this proposed by Johnson after he made that speech announcing that he was not running for reelection. (I was watching that speech with my wife and I remember that I stood up and cheered).

I have believed for a long time that in a liberal democracy we must be aware of the costs of actions we are asked to support before we can make intelligent decisions. On the other hand (yes, I am an economist with only two hands), I don't believe that democracy guarantees that we will always make the correct decision, i.e., I don't buy in completely to the rational expectations approach. If we had used this approach in 1941, would we have entered the war if Pearl Harbor had not been attacked?
