Yes the larger issue is the total slice of GDP, but its the entitlements that are driving that change, and its the entitlements that are most difficult to change (other than perhaps the debt payments)

Any serious containment of the growth of government has to contain entitlement spending. You could cut the rest of the government spending in half and still total spending would grow over the coming decades because of the increases in entitlements.
