You misunderstood me on both points.

Wrong. My argument is that it takes less money for poor people to remain below rebellion threshold. In some countries people can endure hardship with 10k per year. In other places it will prompt outright revolution. You don't mind this argument when it is used to justify Pentagon's massive waste compared to say China's, but you are objecting to the flip side of the same coin.

Wrong again. Any totalitarian regime is better equipped to deal with sudden social emergencies than a democracy...or else Saddam would have been overthrown long ago. Democracies do better during peace time or at least during periods of gradual change.
