Actually it is.

From what I have gathered, China has over one trillion USD in reserve. This amount of money can be used to give assisstance to a ton of people in China. The Federal Reserve on the other hand seems to have between 400 to 600 billion dollars. This amount of money can hardly do zip to maintain American's standard of living.

Is that why as soon as a major emergency like 9/11 or Norther Ireland and so on arises, countries that normally pride themselves on democratic traditions do away with civil liberties?
